My first and foremost guess is that this is a plasma lightning device. Failing that and more unlikely it looks like the bottle glass could be reflecting and refracting various external light sources from locations outside of the bottle. -- Raligard
looks like it is reflecting outside light. I think I see a landscape along the edge. -- jstack6
